INTERNAL JOB. This vacancy is only available to Torfaen County Borough Council (TCBC) employees and agency workers currently engaged with TCBC.
It is vital that you demonstrate how you meet the 'essential' criteria listed in the Person Specification, in order to secure an interview: How to apply - guidance for applicants | Torfaen County Borough Council
Torfaen County Borough Council is seeking an experienced and values‑driven Community Hub and Library Services Team Leader to lead a modern library service that is both a high‑quality library service, and a vital community hub at the heart of local life.
This role is about holding the balance: protecting and strengthening the core library offer, while continuing to evolve libraries as welcoming, inclusive spaces where communities can connect, learn, access support and shape activity together.
About the role
You will lead the next phase of Torfaen's library transformation, ensuring our libraries: • continue to meet their statutory role and professional standards, and • operate as vibrant community hubs supporting early intervention, prevention, wellbeing and aspiration. You will be accountable for the performance, quality, compliance and sustainability of the Library & Information Service, while also championing a community‑led approach that brings partners, residents and voluntary organisations into our library spaces in meaningful and purposeful ways.
This is a senior leadership role combining strategic direction, operational grip and cultural leadership.
